An ad hoc meeting for the 2022 school year was held at the JJU Superstar Hall on August 10th. This meeting was a public hearing on the results of regular audits. The sequence of the meeting was as follows: The Introduction of the Central Audit Committee (hereinafter CAC), Report on tasks and progress of the 1st semester of the committee, taking stands, announcement of excellent audit autonomous organization for the first semester of 2022, Questions and answers, announcement of the CAC, and closing.

 

The CAC announced: Non-regulated use of online banks;  Excluding the actual passbook from the audit submission documents; Submitting the original account usage history to verify transaction details;  Distribution of approval certificates for items that require approval from the dean or department head, such as alcohol and cigarettes. Moreover, they said that 55.4% of the autonomous organizations were not able to conduct audits. Accordingly, they said that the bylaws were realistically revised by subdividing audit grades, deduction criteria, and disciplinary items. In addition, they revealed that some personnel dissatisfied with the audit results have demanded abusive language toward the CAC, non-compliance with audit results and disciplinary results, and the writing and posting of an apology letter from the Central Steering Committee. In response, the CAC said that they declined to respond to the inquiry, but they delivered an answer in writing to the representative of each autonomous organization through internal discussion. Finally, the regular audit for the 2022 academic year was conducted in accordance with the audit enforcement bylaws and audit bylaws, and it was announced that the audit results would not be overturned.

 

The best audit organizations are the College of Social Sciences and the Department of Counseling Psychology. There were suspicions that the audit committee chairperson had privileges because he was the vice president of the College of Social Sciences. In response, Seo Hyo-won, president of the student council of the College of Social Sciences, said, “In the final auditing process, the student council executives took turns checking all the contents.” The audit work was done in accordance with the audit rules.”Seo Joo-young, the general affairs department of the Department of Counseling Psychology, added, “We prepared for the first semester audit from March to July, and the student council is operated by the student council fee paid by the students, so we tried not to make any mistakes in preparing for the audit.”She continued, “There was no suspicion of misconduct during this process, all suspicions about the evaluation results are untrue.” In addition, the CAC said that the College of Social Sciences and the Department of Counseling Psychology received higher scores according to the budget execution of autonomous organizations, the ratio of student council fees used by the student council, and the high level of audit. In a newspaper department’s query, they said that there was no additional audit action for the first semester.

 

Afterwards, in the audience query, protest questions from representatives of some self-governing organizations followed. The autonomous bodies asked if they could provide additional evidence or audits for the results of the audit. In particular, they complained that the validity of budget execution for meetings was judged unfairly and that the department that did not use the student union fee did not have a receipt, so the audit was not conducted. However, the CAC firmly stated that there is no additional evidence submission period or audit. Rather, they asked the representative of the autonomous organization in reverse and pushed the relevant autonomous organization. Some said that the CAC showed an overly coercive attitude towards autonomous organizations.
